I love trying new techniques and I've been accumulating scraps of paper ever since I started cardmaking in order to try serendipity.
Having tried out, I would say it's very time consuming - but a good way to use those little pieces of paper we never want to throw out.
In a nutshell, what you do is assemble three or four scraps of paper in complimentary colours and tear them into small pieces. You then glue the pieces to card with PVA, sprinkle with glitter if required, and wait for it to dry. Once dry you can go over the montage with glaze or another coat of PVA, let it dry again, and then cut it into a shape to use on a card or scrapbook page.
Here I tried it on a card. It took quite a long time to get a piece of Serendipity this size, believe it or not, so I would hesitate before doing it for a scrapbook page!
The stamp used was my beloved Stampington Lynn Perella seashore stamp, and I chalked the images. The birthday greeting was a rubber stamp by Blade Rubber Stamps, embossed in silver.

I had a little go at serendipity a little while back and although loved the process, I agree with you it is time consuming, the fun of layering up the scraps and messing with glue soon wore thin for me, love your example, it turned out a lot better than mine and the added sparkle makes a difference I think TFS :)
